The Class Design window is used to design new classes of ship. It can be accessed with F5, or from the main menu bar.
The layout is quite different between versions, but the basic parts of the window are the same. To design a ship, you create a new class, add the desired components, and then select the appropriate options (armor thickness, name, class, deployment time, preferred missiles/fighter loadout, whether to flag it as tanker/collier/supply ship, whether it's obsolete, etc.)
The window will also give details on the design, such as size, cost, build time, max speed, expected maintenance life, etc.
Once a class is designed, it needs to be locked, at which point it cannot be changed (other than by using SpaceMaster Mode), and it can be built in your shipyards. To create a new design, you can copy an existing design and modify the copy, or you can design a new class from scratch. You can also go look at previously-designed classes as well.
