An Ark Module is a ship component that allows you to house colonists in orbit around a colony, instead of needing them to live on the surface. They are most useful for worlds that have high colony costs, where planetary workforce is difficult to support. They are the C# equivalent to VB6's Orbital Habitat Modules.
Each Ark Module provides living space to house 200,000 colonists. To be used, the ship must be in orbit of one of your colonies. The Ark can neither transport colonists, nor hold a population in deep space - it only increases the population capacity of the body that it orbits. Due to their immense size, they are almost always built into space stations, and moved to their destination by tug.
To fill them with colonists, it's the same as filling any other colony with colonists. Either send your colony ships to the planet, or wait for the Commercial Shipping lines to do it for you.
